Position Summary

The District is focused on deepening our understanding of institutionalized
racism and its impact on student learning, and providing support for leading
systemic equity transformation initiatives in the district and schools.
This position will direct the operation and administration
of the Transportation Services Department of Portland Public Schools. Position
reports to the Chief Operating Officer.
Duties/Responsibilities
1. Administers and supervises the safe, economical and timely daily
transportation of Portland Public Schools' students.
2. Confers with administrative officials on transportation services and prepares
the annual budget for District-owned and contract services, vehicles, personnel,
equipment, supplies, and other related data.
3. Oversight of staffing needs; administers and supervises work schedules for
staff in a multi-operational department.
4. Develops specifications and documents for transportation related contract
services and purchases.
5. Administers development and maintenance of pupil accountability records;
makes reports as required by law and administrative policy.
6. Ensures that all District, State and Federal laws, mandates and policies are
adhered to.
7. Confers with Risk Management and school authorities in promoting active
programs for safety of students and personnel, including industrial safety;
directs and supervises transportation participation in emergency evacuations and
other drills.
8. Administers active promotion of safety awareness and assigns safety
responsibilities to supervisors.
9. Confers with authorities regarding student vandalism and discipline and
investigates complaints concerning operations.
10. Administers investigations of operations and driver complaints to ensure the
transportation system appropriately responds to various service failures.
11. Responsible for preparation and implementation of bus schedules and routes
to support organizational needs and maximize service efficiencies.
12.Ensure departmental goals and services align with current District
initiatives.
12. Analyzes budgetary data, verifies figures, and develops budget proposals;
recommends allocation of budgetary funds.
Minimum Qualifications:
1. Bachelor's degree from an accredited institution of higher education.
2. Five (5) years experience in a major public or K-12 transportation system;
including five (5) years in a responsible supervisory/management capacity.
3. Administrative knowledge of sound management methods and practices related to
a comparable pupil transportation system, including safety practices.
4. Administrative knowledge of computer applications related to student
transportation.
5. Knowledge of provision of Federal, Oregon Motor Vehicle and State Department
of Education laws, and School District policies applicable to the operation of
vehicles and student transportation.
6. Ability to communicate effectively and clearly in oral and written language.
Preferred Qualifications:
1. Master's degree from an accredited institution of higher
education.
2. Membership in a state or national level Pupil Transportation Organization
(i.e. OPTA)
3. Current or past school bus driver certification
